Joseph T. McDevitt has been promoted to vice president, new business development for the Institute for Biological Research and Development, Inc. He was previously senior director. Before joining the Irvine-based pharmaceutical development company, McDevitt was director of clinical programs management for Smith Kline & French Laboratories.
