Tosco Corp., the largest independent oil refiner on the West Coast, has named John J. Lee its new president and chief operating officer. Lee, who was chief executive and chairman of Tosco’s Seminole Fertilizer Corp. subsidiary in Florida, will take over duties previously performed by Thomas D. O’Malley. O’Malley remains Tosco’s chairman and chief executive, and Lee will retain the chairmanship of Seminole. In May, Tosco said it was closing its Santa Monica headquarters and moving its operations to the East Bay so it can be closer to its Avon refinery. On Thursday, the company said it would establish a small corporate headquarters office in Stamford, Conn. Meanwhile, Tosco declared a quarterly dividend of 15 cents a share.
