Growers Win Aid: Growers facing losses from the devastating Christmas freeze will be able to apply for disaster loans from the Farmers Home Administration, a division of the U.S. Department of Agriculture. President Bush declared disaster areas in 31 California counties Monday but announced that the only aid available would be extended unemployment insurance for farm workers. On Tuesday, that aid was extended to farmers.
