Downtown Office Vacancies Rose in 1991: CB Commercial Real Estate Group Inc. of Los Angeles said in its annual survey that about 19.4% of the nation’s metropolitan office space was vacant in 1991, about the same as 1990’s 19.5%. Vacancies continued to rise in downtown markets, however, with 18.1% of commercial real estate empty in 1991, compared to 17.1% the year before.
