How It Will Work: The nuts-and-bolts questions of introducing electric utility deregulation in California will be sorted through at a daylong workshop Thursday in Marina del Rey. Even though the California Public Utilities Commission will not choose a final plan until later this year, the state’s investor-owned utilities called for the get-together to start solving the practical problems of the historic change. The informal meeting, which is open to the public, will bring together the major players in the complex process of trying to lower consumers’ electric bills through market competition. Attending will be at least three PUC commissioners; Elizabeth A. Moler, chair of the Federal Energy Regulatory Commission, and environmental, consumer and independent energy representatives. The workshop will be held from 10 a.m. to 4 p.m. at the Ritz-Carlton Hotel, Salon 3, Marina del Rey.
